On August 12, 2026, PPWR, the EU’s new packaging regulation, began to apply across the entire European Union. The regulation imposes new requirements on packaging and on stakeholders throughout the value chain. For FrontPac, this marks a significant milestone, yet it does not represent the start of our work regarding the PPWR. We have continuously monitored developments and tracked clarifications published at both EU and national levels to stay up to date and ensure we can put these requirements into practice.
What is PPWR?
PPWR stands for Packaging and Packaging Waste Regulation and is the EU’s new regulation on packaging and packaging waste. The regulation contains requirements intended to help reduce the amount of packaging waste and promote a more circular approach to packaging.
August 12, 2026, therefore marks an important milestone. However, this date does not mean that all requirements of the PPWR come into effect simultaneously. Instead, the regulation is being introduced in stages, with additional requirements and methods becoming applicable over the coming years.
For companies working with packaging, it is therefore important to comply with both the regulation and the clarifications published at EU and national levels.
Who is responsible under the PPWR?
A key issue in the PPWR is who is responsible for the packaging.
The regulation does not determine the manufacturer's role solely based on who physically produces the packaging. Instead, it is necessary to assess each actor's actual role and the circumstances within the supply chain.
For example, this could involve:
- How the packaging has evolved
- Under which name or brand the packaging is supplied
- The roles of the various actors in the supply chain
Therefore, a PPWR assessment needs to begin by clarifying the role each party actually plays under the regulation.
What needs to be demonstrated and documented?
The PPWR requires documentation demonstrating that the packaging complies with the applicable requirements.
It is important here to distinguish between technical documentation and the EU Declaration of Conformity. They serve different functions in the process.
The technical documentation serves as the basis for assessing whether the packaging meets the applicable requirements. It is prepared as part of the conformity assessment before the packaging is placed on the market. At the same time, the correct information must be available throughout the supply chain. A supplier must therefore be able to provide the information and documentation required by the manufacturer to demonstrate that the packaging complies with the requirements.
PPWR compliance is therefore not based on a single document. It requires the right information, traceability, and the ability to verify the data throughout the entire supply chain.
How is the packaging linked to the correct documentation?
The PPWR requires packaging to be identifiable. However, this does not mean that every single item of packaging must be assigned a unique serial number. The regulation allows for identification via type, batch, or serial numbers, among other methods, or through other forms of identification that enable the packaging to be linked to relevant documentation.
In practice, the identification helps the company ensure that the correct packaging can be linked to the correct information and documentation.
What does the PPWR mean for the packaging industry?
The PPWR affects various stakeholders in the packaging value chain. Consequently, companies need to review the allocation of responsibilities, information flows, and documentation.

The fact that the PPWR has now begun to apply does not mean that all requirements are fully applicable. The regulation is being introduced in stages, and additional requirements and methods will become applicable over the coming years.
